* We define vulnerable groups according to the article 21. of the Directive 2013/33/EU of the European Parliament and the Council of 26 June 2013 laying down standards for the reception of applicants for international protection: Member States shall take into account the specific situation of vulnerable persons such as minors, unaccompanied minors, disabled people, elderly people, pregnant women, single parents with minor children, victims of human trafficking, persons with serious illnesses, persons with mental disorders and persons who have been subjected to torture, rape or other serious forms of psychological, physical or sexual violence, such as victims of female genital mutilation, in the national law implementing this Directive. Project description

Comprehensive Support for People in a Vulnerable Situation in the Polish Migration Management System

Project goals

The aim of the project is to support the Polish migration and asylum management system and to embrace the needs of vulnerable migrants. The components of the project strengthen the functioning of the support system for vulnerable migrants and the institutional capacity (i.a. Office for Foreigners, Border Guard) in the context of work with them and services of direct support for vulnerable migrants, who are applying for refugee status in Poland or are in return proceedings (legal, psychological advice, case management). The project will improve existing solutions, institutional cooperation and will improve of the situation of vulnerable migrants in Poland.


1) activities supporting the construction of a system of dealing with and working with vulnerable groups, with model solutions for public institutions and social organizations. 2) training of public institutions (including the Border Guard and the Office for Foreigners) and social institutions, which will consequently directly support their employees in improving their work with vulnerable migrants; 3) services supporting vulnerable migrants who apply for the refugee status in Poland or are in return proceedings (including voluntary ones), mainly free legal, psychological and case management counselling.


The International Centre for Migration Policy Development (ICMPD) is an intergovernmental organisation headquartered in Vienna. ICMPD’s purpose has been to promote innovative, comprehensive and sustainable migration policies. Its work is based on three pillars – migration dialogues, capacity building and research. ICMPD is the project leader . The Association for Legal Intervention (SIP) - is a civil society organisation whose statutory objective is to take steps aimed at ensuring that human rights are respected and that no individual is treated unequally, disregard of their nationality, ethnicity, religion  and migration status. Office for Foreigners (UdsC) - government administration office, which is the central authority competent, i.a. for granting international protection.
