Is it possible for non-eu citizen Algerian or Tunisian to apply for residency in Poland while holding regular schengen c visa ?
It is legally possible to apply for a residence permit until the last day of validity of one's visa.
However, the procedures to receive the permit often extend beyond two-three months. In such case, the applicant would have to leave the country and wait for the residence permit decision abroad. Prior to departure it is necessary to determine a representative in Poland who would receive correspondence on the case - and inform the office on the name and address of such a person.
Staying in Poland beyond the validity of visa would mean that your stay becomes illegal, and the residence decision by law has to be negative.

Migration Helpline (Infolinia Migracyjna) is now run thanks to voluntary work of PFM staff. Before, it was maintained (2012-2014) thanks to co-financing of the project Information Center for Foreigners 2, run by PFM in partnership with the Association for Legal Intervention and the Mazovian Governor. It is co-financed by the European Fund for Integration of Third Country Nationals and by the state budget.
In the years 2009-2011 the project was run as part of Information Center for Foreigners run by the same partnership, also co-financed by the European Fund for Integration of Third Country Nationals and by the state budget.
